HARC helps people with intellectual disability and their families enjoy lives of quality, inclusion and dignity by providing support, education, and advocacy.

 

HARC was founded in 1951 by a small group of parents whose mission was to address the challenges of intellectual disability. Years ago, when a child was identified as having intellectual disability, he or she was almost always referred to an institution. There were few, if any, programs or services available to help the child living at home.

Government Affairs and Public Policy Concerning People with Intellectual Disability and their Families

Welcome to HARC's Governmental Affairs web page. The intellectual disability movement began in the late 1940's with parent groups such as HARC leading major grassroots effort for civil rights and opportunities for their son's and daughters. HARC works with all branches of local, state and federal government.

Each year, HARC's Board of Directors, in conjunction with Government Affairs and Public Policy Committee, approves a set of governmental priorities that address issues important to HARC's people.

Legislative Network

HARC's Legislative Network is a group of self-advocates, families, caregivers and friends who  identify issues and work with government leaders to solve problems and advance our cause. Members of the Legislative Network receive periodic Legislative Alerts that ask them to:

Write letters and call legislators to support legislation important to HARC's families.

Attend meetings with legislators.

Attend the legislative breakfast and other receptions.

bullet

Attend public hearings.

bullet

Write and/or give testimony.

Communication with legislators is the primary goal of the Legislative Network.
