HARC helps people with intellectual disability and their families enjoy lives of quality, inclusion and dignity by providing support, education, and advocacy.

 

HARC was founded in 1951 by a small group of parents whose mission was to address the challenges of intellectual disability. Years ago, when a child was identified as having intellectual disability, he or she was almost always referred to an institution. There were few, if any, programs or services available to help the child living at home.

 

Stepping Stones

A Birth-to-Three Program
Sponsored by HARC in Connecticut's North Region

Stepping Stones is an infant intervention program designed to identify and treat developmental problems that appear in the first three years of life. The program is funded through the State of Connecticut, the federal government, HARC, and private insurance.

The Stepping Stones mission is to provide families with comprehensive Birth-to-Three services specifically designed to address developmental and health related needs, while supporting the family unit. Supportive services are based on the tenets of family-directed choice, collaborative partnerships, and sensitivity to cultural diversity.

Stepping  Stone's  mission is based on the philosophy that the family is the most important component of any child's life. The family's own culture, personal resources, natural bonds, and individual choices will be the cornerstone of our service provision.

Stepping Stones Services

A full array of services is available to meet the specific needs of children and their families:

 

Service Coordination                            Counseling - individual and support groups

Special instruction                                 Communication, speech therapy and audiology

Occupational therapy                            Physical therapy

Psychological services                         Medical services for diagnostic purposes

Social services                                        Vision services

Assistive technology                             Transportation

Eligibility for Services

Eligibility is determined through formal and informal assessment procedures especially designed for infants and toddlers. The assessment is conducted by infant intervention professionals. Five critical developmental areas are targeted: Cognitive, Physical, Social/Emotional and Adaptive. Children with a significant delay in one area of development or a moderate delay in two areas are eligible for early intervention services. Children with certain diagnoses are automatically eligible.

Planning for Services

After eligibility is determined an Individual Family Service Plan (IFSP) will be developed by the family's team. The team will consist of the parents, other significant family members, advocates, evaluators, service coordinator, appropriate therapists, teachers, and other resources as needed. Services are provided using a transdisciplinary model.
