A Message from Harc President and CEO Russell Coleman

The dawn of a new year always brings a sense of reflection, but this January feels especially meaningful as Harc celebrates its 75th anniversary. Seventy‑five years ago, a group of courageous parents came together because they believed, long before society did, that their children with intellectual and developmental disabilities had inherent worth, dignity, and value. Since that day in May of 1951, Harc has been at the forefront of the fight against exclusion, isolation, discrimination, lack of opportunity, unemployment, and low expectations.
As the 2026 Connecticut legislative session begins, we are encouraged by the progress made over the years, but know that there is still a long road ahead. Advocacy is essential in advancing toward a brighter, more equitable future for individuals with I/DD.

|
|
|
This month, we move forward with renewed purpose through our 2026 Advocacy Agenda, reaffirming our commitment to ensuring that every individual has access to the resources and opportunities they need to live fulfilling lives. But we cannot do this work alone, we need the support of legislators, families, and community partners.
If you have connections with local legislators, please reach out to Lucy Inghilterra at linghilterra@harc-ct.org to help schedule a visit to one of our group homes or our Day Program. These on‑site visits provide a powerful opportunity for legislators to see firsthand the impact we are making together.
We also invite you to join us on February 13th at our annual legislative event, Have a Harc Day. You’ll hear stories from Harc’s staff, program participants, and their families, and you’ll have the chance to speak directly with legislators about both the challenges we face and the successes that shape our mission. Your engagement helps policymakers better understand how they can support the individuals and families we serve.
Your voice matters. Together, we can continue advocating for a stronger, more inclusive, and more hopeful future for individuals with intellectual and developmental disabilities and their families.

Please welcome Pierre Deillier, our new Director of Residential Services. Pierre will provide oversight of our group homes under the leadership of Senior Director of Residential Services, Elise Arseneau. He joins Adrian Doyley, who also serves as a Director of Residential Services.
What drew you to the role of Director of Residential Services, and what excites you most about joining Harc?
I was drawn to this role because of Harc’s strong commitment to empowering individuals with intellectual and developmental disabilities. The opportunity to lead a team that directly impacts the quality of life for residents is incredibly meaningful to me.
Can you share a bit about your work background and how your past experiences have prepared you for this position?
I have spent several years working in residential and community-based services, focusing on person-centered care and operational excellence. My background includes managing teams, developing programs, and ensuring compliance with state and federal regulations.
|
|
|
|
What is your vision for Residential Services, both in the short term and long term?
In the short term, my vision is to strengthen communication and support systems for staff and families, ensuring that residents receive the highest quality care. Long term, I aim to expand opportunities for independence and community integration, leveraging technology and best practices to enhance services.
What's your favorite part of your day?
My favorite part of the day is connecting with the residents and staff. Whether it’s a quick conversation or seeing someone achieve a personal goal, those moments remind me why this work matters.
What are some challenges you anticipate in this role, and how do you typically approach problem-solving?
I approach problem-solving by listening first understanding the perspectives of residents, families, and staff then collaborating to find solutions that are practical and person-centered. I believe in transparency and teamwork to overcome obstacles.
Outside of work, what are a few things you enjoy or hobbies you have?
Outside of work, I enjoy, spending time with my family, exploring new places, and cooking. I also love reading and staying active, whether it’s going for a walk or trying out a new fitness routine.

🌎New Year; New Flavors!
Nutrition from Around the World at the Bulova Center 🥣
|
|
|
|
The Nutrition Program at our Bulova Center continues its flavorful journey with the Nutrition from Around the World initiative! Individuals and staff are exploring global cultures by preparing delicious homemade dishes inspired by countries across the world.
The most recent country they chose was Peru, where individuals rolled up their sleeves to make Papa Rellenas. This Peruvian dish is made with seasoned mashed potatoes stuffed with savory fillings; we chose chicken.
This hands-on experience was both educational and fun, helping our individuals build new skills, expand cultural awareness, and add another exciting international recipe to their growing cookbook.

New Year; New Purpose!
Spencer Finds Meaning Through Giving Back✋
|
|
|
|
|
|
As Harc celebrates its 75th year of impact, inclusion, and belonging, stories like Spencer’s bring our mission to life highlight the power of belonging and the importance of creating opportunities to give back.
For the past four months, Spencer has been volunteering at Horace Bushnell Church in Hartford alongside his one-to-one Direct Support Professional, Julina. Every Thursday morning, Spencer looks forward to going to the Church and often eagerly asks Julina, “when is it time to go back again?”
Spencer helps by sorting recycling, organizing donated clothing, and grouping food items to make them easier to find. His dedication reflects the pride and purpose that come from contributing as a valued member of the community.
Volunteering is one of Spencer's favorite things to do and his dedication reflects the heart of Harc:, creating opportunities where individuals feel valued, connected, and proud of the role they play. Way to go Spencer!

New Year; New Volunteers!
Rich Egner & Jimmy Howley Make an Impact at Harc
|
|
|
|
Meet Our Volunteers: Rich Egner and Jimmy Howley
We are excited to introduce PROBUS President Rich Egner and Best Buddy and PROBUS member Jimmy Howley, two incredible volunteers who recently made a big impact at Harc.
What was it like volunteering at Harc’s 36th annual Auction & Gala?
At last year’s Auction & Gala, Rich and Jimmy were true all-stars. Volunteering together, the duo took charge of the 1 in 100 Raffle, quickly becoming a guest favorite. Through their energy and enthusiasm, they sold more than 90 raffle bracelets at $100 each, raising nearly $10,000 in support of Harc’s mission.
Jimmy, now an official Harc volunteer, was thrilled to be part of the evening and is excited to continue volunteering at Harc events throughout the year.
“I can’t wait to volunteer and help at Gala again and meet more people through Harc. It’s very exciting,” Jimmy shared.
What does it mean to be a Best Buddy? (Jimmy)
For Jimmy, being a Best Buddy is about friendship, connection, and having fun together. With Rich by his side, Jimmy is over the moon about the many connections he’s already made and the friendships still to come.
Being a Best Buddy means enjoying life, building meaningful relationships, and feeling supported while being part of the community.
Tell us about PROBUS (Rich)
Rich is the President of PROBUS, which is a volunteer group made up of professional and business individuals who come together to facilitate and create activities for people in the local community. Fun fact: Harc's COO Marian Leist is the Vice President of PROBUS! PROBUS works closely with nearly 54 local group homes, organizing and supporting events that encourage inclusion and ensure everyone has the opportunity to participate.
What does partnering with organizations like Harc mean to you? (Rich)
After working for 21 years as a prison guard and spending time in landscaping, Rich found nonprofit work to be a new and rewarding experience. Partnering with organizations like Harc has allowed him to build meaningful relationships and foster connections across the I/DD community.
Rich believes that working with Harc and other agencies like BeanZ and Co., CCARC, and Friends of Feeney that support individuals with intellectual and developmental disabilities, is all about friendship, community involvement, and being the best person, you can be.
“Harc participates in many PROBUS events,” Rich shared, “and I truly feel like I receive more from these experiences than I give.”
How do you become a Best Buddy?
Best Buddies has a location in New Britain, CT and you can fill out this form online. For more information you can contact Bill White, who is a PROBUS member and Best Buddies employee. You can contact Bill at 860-234-3996 billwhite@bestbuddies.org.
